Had this problem myself on Manjaro KDE Plasma. When I move the whole window to my second monitor it do this also. The mouse cursor is always active and you can't do anything. What I did was (make a copy of Genney.props, should be in your homedirectory). Delete *. props file and then you need to check every settings again you made before...ie where you have the db, gedom, backup and media directory and all other settings...if you remember them
Genney creates a new *.props file when you start again and you should now be able to get into settings.
I never move my window to my second monitor again and all is good. Don't really know what cause this, but I know how to avoid it.
